Have you ever wanted to be a Jarl?
What IS a Jarl? A Jarl is a Provincial Governor in Skyrim.
Each Jarl oversees a Hold or Province. In this case the Hold is a small one, about the size of the land surrounding his Jarl's Palace. Entrance is via a Teleporter near Pinewatch (see Map Marker). As a Jarl, it is your job to fulfill Orders from the People -- they want Food, so you grow it in the Farms section; they want Pottery, so you mine Clay and make it with a Workbench; they want Basket Weaving; or Furniture; or cut Gems. When making these items, you will create Orders (documents) that are exchangeable for Quest Gems.
The Four Directions: Jarl's Hold, Jarl's Farm, Jarl's Mines, or Jarl's Court. The Palace sits in their midst.

The Quest:

The first part of the Quest occurs on arrival. You can access the Workbench or the Computer to the right of the Teleporter shrine. The Computer will ask for Produce initially. This is fulfilled at the workbench. A Cheat Key is available for 1 Ingot of Iron, purchased at the workbench. A Jarl Guide book is also in the Workbench (for 10 gold). The Cheat key opens up the Supply Chest and has some Orders already there. Use these to satisfy the demands of the computer in the first part of the Quest. Wear the Jarl's Ring to start the Quest.
Trees provide Wood, Clay provides Clay bricks for Pottery, the Farm provides some food items (you can utilize Wheat to make Straw, essential for weaving), and stone/ores for Gems. There is even a Diamond Mine. The Gardens can be planted with vegetables (and some waiting). Furniture is made from wood, iron nails, rolls of cloth, etc. You Do Not "Place anything" because you are fulfilling Contracts/Orders and receive Quest Gems. There is a workbench inside the Palace that exchanges Quest Gems for items.
The Second Part of the Quest is in the Court. Go inside the Palace and exit to the Court. When arriving no one is there yet... Wear the Jarl's Rings (sometimes twice) to activate Quests. The Rings are automatically added to you when one part of the Quest is completed. Beyond the Court's pillars (and computer which shuts down the Quest) is an area where Guards and an invading Army appears. The Army will respawn; the dead give you Quest Gems, even if you are away. You can access the Centurion Bust in the Hold or Palace to Hire Servants. The computer in the Court disables the Battle.
The third part of the Quest concerns an Interloper who wandered inside the Palace. (Justice or Mercy?). Equip the Bloody Dagger first, then the ring 2x, the first time summons him, the 2nd time is a decision. He is a beggar. Do you let him live, or kill him?
The fourth part of the Quest is paying the Hold's Taxes with Quest Gems. This needs 5 Quest Gems, which are found in the last battle or from hiring Servants. Once done, you may keep the Palace. You are now a Jarl.
Servants include: a Merchant(...), 2 Followers (Mage, Warrior), Guards, and a Bard who sings.

Palace = Safe Chests (non-respawn), Navmeshed (NPCs can walk around), Bedroom with several beds, Bathroom with bath/shower, Dining/Kitchen, Storage room, Living room, Great Hall. Uses Sunlight for lighting in day. Mines has Bank.
Utilities in Hold - Forge, Workbench, Smelter, Grinding Stone, Leather tanner, Alchemy Lab, Cooking Fire, Oven, Enchant.
Retextures: Fluted pillars, Tree leaves (green), grassy floor tiles, gold teleporter.
Grain Mill exists in Farm.
